§ 7-1. Library board

  • A. Created. There is hereby created a library board which shall be composed of seven members, and its officers shall consist of a chairman, vice-chairman, and a secretary. Such officers shall be selected by the library board from among its members. All members, including the presiding chairman, shall have the right of one vote each.

    B. Appointment. The members of the library board shall be qualified voters of the State of Texas, and shall have resided in the city limits of the City of Sachse for at least one year preceding their appointment. They shall be appointed by the governing body. All vacancies on the board shall be filled by appointment by the governing body.

    C. Term of office. The members of the library board shall hold office for a term of two years and until their successors are duly appointed.

    D. Removal. The members of the library board shall be subject to removal from office by the governing body for any cause deemed sufficient for their removal in the interest of the public service. If any member of the library board is absent from three consecutive regular meetings, such member may be removed by the city council.

    E. Purpose. The purpose and object of the library board is to act as an advisory board to the governing body relating to the establishment and use of the library, the nature of the services rendered or to be rendered by the library, the manner in which the library service may be coordinated with the services of other libraries which render services to citizens of the city and such other matters as the governing body may deem beneficial to the city.

    F. Powers and duties. Subject to the authority of the governing body of the City of Sachse, the library board shall have the following duties and powers:

    (1) Hold monthly meetings at stated times. The majority of the library board shall constitute a quorum to transact business.

    (2) Receive suggestions and recommendations from the citizens of Sachse respecting the developments and improvements of the library and library services and make recommendations to the governing body regarding the same if deemed necessary or desirable.

    (3) Consult with officials of the public school libraries and of the Dallas County Library regarding means of coordinating library service to the city.

    (4) Make periodic reports to the governing body concerning the work of the board and such special reports as may be requested by the governing body.

    (5) Carry out and perform such other reasonable regulations and requirements as may from time to time be made and adopted by the governing body.

    G. Designation as community library. The City of Sachse hereby accepts the designation of a community library as authorized by the Texas state library and archives commission, pursuant to the authority invested in the said commission by the Texas Library Systems Act, also being known as article 5446a, Vernon's Texas Civil Statutes. Such community library as herein designated shall be a member of the Northeast Texas library system with its major resource center library at Garland, Texas.

    H. Policies for use of the library community room.

    (1) Reservations must be made by telephone or in person with the city librarian. Requests for the community room will accepted no more than three months in advance.

    (2) The community room is available for regular business meetings, special meetings and programs of established Sachse nonprofit organizations. The city librarian has the final approval in granting permission to use the community room for such activities.

    (3) Other uses and special uses of the community room are subject to advance approval of the Sachse Library Board.

    (4) Attendance must be open to the entire community without regard to race, creed, color, age, socio-economic or ethnic background.

    (5) The user agrees to set up the room for the meeting or program and to accept responsibility for its cleanup before departure from the library. A $25.00 cash deposit will be collected within one business day of the time the reservation is made. The deposit will be returned if the following conditions are met:

    (a) All tables and countertops must be wiped clean;

    (b) All floors must be cleaned of debris;

    (c) All food brought in must be removed;

    (d) All trash cans must be emptied and trash carried out to the dumpster. Users will provide their own trash bags;

    (e) All restroom facilities must be left clean; and

    (f) Under no circumstances will the users be allowed to attach anything to the walls or ceiling regardless of the fastener used.

    (6) No alcoholic beverages are allowed, inside or outside the building.

    (7) For use of the community room outside library hours, the user must arrange, with the city librarian, to obtain and return the key during library hours. The key must be returned by the next business day after use.

    (8) Adult supervision must be maintained without interruption during any type of activity.

    (9) The city reserves the right, after presentation, review, and decision by the library board, to refuse future use to any group, organization, or individual who exhibits a lack of regard for the policies for use of the room, property, or fixtures.
